比特币交易平台陆续接银行销户通知 部分玩家离场

　　昨日中午，比特币交易网站BtcTrade在网站挂出公告，称收到开户银行的电话通知，要求于4月15日前停止使用公司帐户进行比特币相关业务的结算。稍后，比特币交易平台火币网也发布公告称，接到工行中关村支行客户经理通知，要求停止工行为火币网提供服务，并被要求在4月18日前完成火币网工行账户的销户。另据媒体此前报道，已有另外两家小型比特币交易网站也得到相应通知，要求关闭公司相关的银行账户。

Where's the deal?

　　从火币网数据来看，比特币币值受此传言的影响，已经在半个月内从3600元一路下跌到今天的2200元左右，跌幅30%以上。有业内人士对笔者表示，在昨日BtcTrade和火币网确认得到关闭账户通知后，已经影响了投资者信心，有部分投资者离场，大部分玩家急于抛售手中的比特币。

　　实际上，早在去年12月，中国人民银行等五部委发布《关于防范比特币风险的通知》之后就要求第三方支付通道不得为比特币交易网站提供各类结算服务，而如今又要求交易平台关闭相应的银行账户，基本上堵死了交易网站在国内使用人民币大量交易的可能，而这一政策让比特币交易网站的处境十分危险。

In fact, as early as last December, the People's Bank of China and five other ministries and departments issued a Notice on Protection against Bitcoin Risk, which requires that third parties pay access not to provide various settlement services for the Bitcoin trading website, and now require the trading platform to close the corresponding bank accounts, basically blocking the possibility of trading sites using large amounts of the renminbi in the country, a policy that puts the Bitcoin trading website at risk.

　　BtcTrade CEO张寿松对笔者表示，BtcTrade自上线之初就已经在中国大陆、中国香港、日本、美国等地进行公司注册。近期也将开通美元业务，同时日文站现已上线运营，新版也将于4月15日前上线。这种使用外币交易的方法将在保证遵守国家政策的基础上，让国内玩家还有方法投资比特币。而火币网负责人则对笔者表示，首先遵守国家规定，在遵守规定的基础上，开展多种方法来支持比特币交易，但其表示并不方便透露这些新方式。

　　不过，火币网负责人对笔者表示，虽然现在情况对比特币交易网站并不好，交易平台还是可以活下去。“只要比特币合法，对于比特币的投资交易形式就会有很多的想象空间。无论是否关闭银行账户，交易平台都会有各种措施来应对，不至于活不下去。”

　　业内人士认为，如果此次禁令消息为真，比特币、莱特币等虚拟货币的价格将再次受到大幅冲击，中国作为最大的虚拟货币市场，虚拟货币价格受到大幅冲击之后必将拉动国际比特币市场的变化。但对于比特币来说还是有生存空间的，交易网站也并不是没有活路。

　　政策收严或因风险大 交易网站亟待规范化

　　比特币作为一种新兴的去中心化虚拟货币，很多特征都挑战了当今的金融规则，比特币自身也存在着很多方面的风险，这或许也是导致央行对其严格监管的原因。

　　首先，比特币基于一套精密的算法，并不受强制力约束，对中心法币体系可能造成威胁，会影响央行宏观调控力。其次，比特币自身以及比特币交易都没有受到法律保护，交易价格波动大、没有国家信用及实物资产作为保障，缺乏价值约束。最后，比特币具有很强的匿名性，没有地域限制，很容易成为犯罪分子甚至恐怖分子转移资产、洗钱的工具和途经。

　　据了解，之前很多交易平台实行杠杆交易，直接放大比特币的风险。火币网在3.21谣言事件中由于使用杠杆交易致使莱特币跌到1块钱，让客户受到了重大的损失，虽然火币网在之后有赔付政策，仍然让用户心有余悸。除此之外，还有很多交易平台涉及P2P借贷业务，利率不仅已经超过了法律容忍的范围，而且操作不规范，极为容易出现金融问题。去年10月，比特币交易平台GBL负责人携款跑路，损失资金超过3000万元。这起国内首件比特币平台诈骗案，被认为直接推动了12月份五部委《通知》的出台。

　　虽然交易平台的发展不规范受到多方质疑，但现实情况也逼迫着大型交易网站迅速做出反应，提升平台公信力。昨日BtcTrade在关闭银行账户的公告中提到，平台将于短期内公布冷钱包地址，进行100%保证金公开，确保平台不参与任何交易，没有上线杠杆、做空机制及其它附加业务，以保证用户资金安全。

　　而火币网负责人也对笔者表示，包括比特币在内的几个大型交易网站在去年年底就启用了实名认证、资金来源检查、大宗可疑交易上报等机制，可以随时查阅任何一笔交易，而这种交易方式是最利于相关部门监管比特币的。“如果合法经营的交易平台停止服务，只能把比特币交易逼到地下，那么监管会更加困难。”该负责人说。

　　此外，该负责人还表示，目前依然没有任何银行及相关机构接到正式文件，只是在去年12.5文件上的再次解读，而每家银行的政策解读并不一样。比如火币网只是接到通知停止使用工行中关村支行账户充值和提现，其他银行暂时还不受影响。而Okcion、比特币中国等大型交易网站仍然没有接到相应通知，而这份通知如今仍然云里雾里。
