北京市區塊鏈創新發展行動計劃
(2020—2022年)
為深入貫徹落實習近平總書記關於發展區塊鏈技術的重要指示精神,按照黨中央、國務院部署,加快推動區塊鏈技術和産業創新發展,特製定本行動計劃。
In keeping with the Party’s central and State Council’s deployment, and to speed up the development of the sector’s chain technology and business start-up, this plan of action has been designed in accordance with the spirit of the important instructions of the General Secretary of the Development Zone on the development of the chain technology.
一、總體要求
(一)指導思想
(i) Guiding ideas
以習近平新時代中國特色社會主義思想為指導,全面貫徹黨的十九大和十九屆二中、三中、四中全會精神,深入貫徹習近平總書記對北京重要講話精神,緊緊圍繞首都城市戰略定位,把區塊鏈作為核心技術自主創新的重要突破口,全方位推動區塊鏈理論創新、技術突破、應用示範和人才培養,打造經濟新增長點,為加快全國科技創新中心建設、促進經濟高品質發展提供有力支撐。

2.構建區塊鏈底層開源技術平臺與生態。鼓勵科研機構、高等學校和企業立足區塊鏈關鍵核心技術成果,建設自主可控的底層開源技術平臺,探索開發基於區塊鏈的可信晶片、智慧伺服器及作業系統,建設具有國際影響力的區塊鏈開源社區,構建創新活躍的區塊鏈開源生態。(牽頭單位:市科委、海澱區政府,配合單位:市經濟和信息化局)

3.打造基於區塊鏈的可信資訊基礎設施體系。完善市區兩級目錄區塊鏈體系,開展共性應用基礎設施建設,形成可信區塊鏈服務支撐平臺,初步建成統一數字身份平臺、統一政務數據共用平臺、統一社會信用平臺、統一跨鏈交互平臺,提供共性、安全的區塊鏈基礎支撐能力,降低技術使用成本和應用開發門檻。與北京政務雲、大數據平臺等資訊設施結合,逐步形成支撐數字經濟和數字社會發展的可信資訊基礎設施體系。(牽頭單位:市科委、市經濟和信息化局)

6.推動政務服務“數據共用,業務協同”。推進基於區塊鏈的政務服務共性基礎設施建設,助力政務數據跨部門、跨區域可信共用,提高業務協同辦理效率。率先聚焦不動産登記、京津冀“一網通辦”、財稅領域統一電子票據等場景開展示範應用,減環節、減材料、減跑動、減時限,提升企業和群眾的獲得感。(牽頭單位:市政務服務局,配合單位:市財政局、北京市稅務局等)

14.
