北京市區塊鏈創新發展行動計劃

(2020—2022年)

　　為深入貫徹落實習近平總書記關於發展區塊鏈技術的重要指示精神，按照黨中央、國務院部署，加快推動區塊鏈技術和産業創新發展，特製定本行動計劃。

　　一、總體要求

　　以習近平新時代中國特色社會主義思想為指導，全面貫徹黨的十九大和十九屆二中、三中、四中全會精神，深入貫徹習近平總書記對北京重要講話精神，緊緊圍繞首都城市戰略定位，把區塊鏈作為核心技術自主創新的重要突破口，全方位推動區塊鏈理論創新、技術突破、應用示範和人才培養，打造經濟新增長點，為加快全國科技創新中心建設、促進經濟高品質發展提供有力支撐。

　　2.構建區塊鏈底層開源技術平臺與生態。鼓勵科研機構、高等學校和企業立足區塊鏈關鍵核心技術成果，建設自主可控的底層開源技術平臺，探索開發基於區塊鏈的可信晶片、智慧伺服器及作業系統，建設具有國際影響力的區塊鏈開源社區，構建創新活躍的區塊鏈開源生態。(牽頭單位：市科委、海澱區政府，配合單位：市經濟和信息化局)

2. Establishment of an open-source technology platform and living environment at the bottom of the chain. 　　3.打造基於區塊鏈的可信資訊基礎設施體系。完善市區兩級目錄區塊鏈體系，開展共性應用基礎設施建設，形成可信區塊鏈服務支撐平臺，初步建成統一數字身份平臺、統一政務數據共用平臺、統一社會信用平臺、統一跨鏈交互平臺，提供共性、安全的區塊鏈基礎支撐能力，降低技術使用成本和應用開發門檻。與北京政務雲、大數據平臺等資訊設施結合，逐步形成支撐數字經濟和數字社會發展的可信資訊基礎設施體系。(牽頭單位：市科委、市經濟和信息化局)

　　7.促進金融服務“多方互信，降本增效”。圍繞傳統金融服務資訊校驗複雜、成本高、流程長等痛點，推動在供應鏈金融、資産證券化、跨境支付、貿易融資、智慧監管等領域落地一批應用場景，支援相關項目申報金融科技創新監管試點(監管沙箱)，促進政府、市場、機構之間多方互信和高效協同，提升金融服務效能。(牽頭單位：市金融監管局，配合單位：中關村管委會等)

14.
