IMF出手：不授予比特币等加密货币官方或法定货币地位

据央视财经2月25日消息，据美国福克斯商业新闻网24日报道，国际货币基金组织就各国应如何对待加密资产制定了一项九点行动计划，其中最重要的一点是“通过加强货币政策框架来维护货币的主权和稳定，不授予比特币等加密货币官方或法定货币地位”。

According to a financial report dated 25 February, the United States Fox Business News Network reported on 24 February that the International Monetary Fund had developed a nine-point action plan on how countries should treat encrypted assets, the most important of which was “to preserve the sovereignty and stability of currencies by strengthening the monetary policy framework, does not grant official or legal monetary status to encrypted currencies such as bitcoin”.

其他还包括防止资本过度流动、采用关于加密资产的明确税收规则和法律及为所有加密市场参与者制定和规范监管要求等。国际货币基金组织表示，过去几年多家加密货币交易所破产，现在有必要采取行动。

Others include preventing excessive capital flows, adopting clear tax rules and laws on encrypted assets, and establishing and regulating regulatory requirements for all encryption market participants. International Monetary Fund (IMF) indicates that several encrypted currency exchanges have been bankrupt in the past few years and that action is now necessary.

According to the news, on 23 February local time, the International Monetary Fund (IMF) Network of Officials issued a press release stating that the IMF Executive Board had evaluated a document entitled " Effective Policy Elements for Encrypted Assets " (hereinafter referred to as " the Document " ) and had agreed to the policy framework and elements proposed in the document.

《文件》由国际货币基金组织工作人员1月4日编写完成，IMF执行董事会2月8日审议。该文件旨在解决IMF成员国关于如何应对加密资产扩张及相关风险问题，并提出了由9项政策要素(或政策行动)组成的框架，涉及宏观金融、法律、监管以及国际协调等方面，为成员国制定适当的加密资产有关政策提供指导。

The paper, which was completed by IMF staff on 4 January and considered by the IMF Executive Board on 8 February, is intended to address the issue of how to address the expansion and associated risks of cryptographic assets in IMF member countries and proposes a framework of nine policy elements (or policy actions) covering macro-financial, legal, regulatory and international coordination aspects to guide member countries in the development of appropriate policies related to encryption assets.

《文件》中，9项加密资产政策要素分别为：通过加强货币政策框架来维护货币主权和稳定，不授予加密资产官方货币或法定货币的地位；防范资本流动过度波动，保持资本流动管理措施的有效性；分析和披露财政风险，并对加密资产采取明确的税收处理；建立加密资产的法律确定性，应对法律风险；制定和执行对所有加密市场参与者的审慎、行为和监督要求；建立不同国家机构和政府的联合加密监管框架；建立国际合作安排，以加强对加密资产法规的监督和执行；监测加密资产对国际货币体系稳定性的影响；加强全球合作，发展数字基础设施，以及开发跨境支付和跨境金融的替代解决方案。

In the document, nine elements of an encrypted asset policy are: maintaining monetary sovereignty and stability by strengthening the monetary policy framework and not granting the status of an official or legal currency to encrypted assets; protecting against excessive volatility of capital flows and maintaining the effectiveness of capital flow management measures; analysing and disclosing fiscal risks and adopting clear tax treatment of encrypted assets; establishing legal certainty for encrypted assets to address legal risks; developing and enforcing prudential, behavioural and supervisory requirements for all participants in the cryptographic market; establishing a joint regulatory framework for encryption among different national institutions and Governments; establishing international cooperative arrangements to strengthen oversight and enforcement of the code on encrypted assets; monitoring the impact of encrypted assets on the stability of the international monetary system; and strengthening global cooperation, developing digital infrastructure and developing alternative solutions for cross-border payments and cross-border finance.

In particular, the widespread use of encrypted assets could undermine the effectiveness of monetary policy, bypass capital-flow management measures, and exacerbate a country’s fiscal risk. In the long run, widespread adoption of Bitcoin could also have a significant impact on the international monetary system.
