According to Cointelegraph, Jeremy Allaire, Chief Executive Officer of Circle, recently interviewed by Bloomberg, stated that Facebook's Libra would have a closed-ring licensing system, with its own requirements for regulation. Allaire indicated that there were different ways of regulating stable currency operating under some closed-ring licensing mechanism and stable currency operating on the public Internet, and that Libra belonged to the former from the current publicly available information, whereas the USDC, jointly issued by Circle and Coinbase, belonged to the latter. The Financial Stability Board had also indicated that it would study Facebook, another Basel-based organization, and submit proposals to the Group of 20 (G20), chaired by Federal Reserve Vice-President Randall Quarless.

Previously, Google and Apple, the technology giant, had been investigated by the Agency for the same reasons.
