聚焦新技術+政府治理的“南數派”來了

　　這不是蘋果派、香蕉派，而是聚焦新技術+政府治理的“南數派”！近日，由廣州南方學院（原中山大學南方學院）新技術與政府治理研究中心聯合各985高校、知名IT公司及業界專家成立的新技術、大數據治理智庫集群，發布的推介語、舉辦的活動、出版的書籍引起了各界廣泛關注。該中心於2020年10月成立，是廣東省內高校中第一個立足應用型、復合型、前沿型的智庫機構，在中心首席顧問、中山大學政務學院教授、廣州南方學院公共管理學院院長陳天祥帶領下，中心成立一年半來順利完成了多項重要工作。

This is not apples, bananas, but the “Southers” that focus on new technologies and government governance. Recently, the Centre for New Techniques and Government Governance Studies, established by the Guangzhou Southern Academy (formerly the South College of Nakayama University) in association with 985 higher schools, well-known IT companies and industry specialists, launched a cluster of large digital governance think tanks, promoted language, organized events, and published books that generated widespread interest. The Centre was set up in October 2020 as the first application-based, recovery-oriented, cutting-edge think-tank institution in high schools in Guangdong Province, and successfully completed a number of important tasks a year and a half ago, under the leadership of the Centre’s Chief Counsel, the Professor of Political Affairs at Nakayama University, and the Director of Public Administration at Guangzhou South School of Public Administration.

　　中央領導高度重視新技術領域的高端、核心人才建設工作，技術、研究的創新關鍵在於人才。2022年3月9日，3位國內業界知名專家受邀擔任“南方-粵有數”新技術治理首席科學家。

On March 9, 2022, three well-known experts from the country’s industry were invited to serve as leading scientists in the “South-Small” governance of new technologies.

　　——芯片方向首席科學家為TCL半導體設計公司摩星半導體技術顧問、原科大訊飛消費者事業群副總裁謝小權。謝小權畢業於中國科學技術大學，1999年9月加入科大訊飛創業團隊，2001年入職摩托羅拉半導體事業部入行集成電路設計至今。2016年創立上海穹天科技有限公司，歷時兩年實現含自主指令集AI加速器等眾多自研IP的語音AI智能芯片從零到量產，CSK4002芯片目前已經大量用於海爾、TCL、海信、OPPO等品牌產品。

– The lead scientist in the chip direction is the TCL semi-directorial technology consultant, and the Vice-President of the former major information consumer group. He graduated from the Chinese University of Science and Technology in September 1999, joining the Science and Technology Enterprise, and joined the Motorola semi-directorate in 2001 to date in integrated circuit design. In 2016, the Shanghai Dome Technology Ltd., a two-year-old multi-manually self-researched voice-AI smart chips with autonomous instructions, such as the AI accelerator, were created, and the CSK4002 chip is now used extensively in brand products such as Hal, TCL, Sea Letter, OPO, etc.

　　——區塊鏈方向首席科學家為立旃科技董事長、國家金融安全及系統裝備工程技術研究中心數字貨幣及區塊鏈技術首席科學家李立中。李立中擁有一百幾十項專利發明（其中七十余項為區塊鏈發明專利），位列全球區塊鏈專利創新人才百人榜第24位，曾任阿裡巴巴螞蟻金服集團總裁助理，目前兼任中國信息化協同創新專委會副秘書長、中國電子學會計算機取証專家委員會委員等職務。

Li Li, the chief scientist in the regional chain direction, is Li Li Li Li, the chairman of the National Center for Financial Security and Systems Engineering Research in digital currency and sector chain technology. Li Li has over one hundred and ten specialized inventions (of which more than 70 are in the regional chain) and is the twenty-fourth in the global list of 100 new talent in the global chain of excellence, formerly the General Assistant of the Aliba ants Gold Company, currently serving as Deputy Secretary of the China Information Society and the New Commission, and as a member of the Board of Directors of the Chinese Electronics Council.

　　——生物工程方向首席科學家為華南理工大學生物科學與工程學院教授羅曉春。羅曉春主要從事氮循環和農業含氮廢棄物的綠色高值化利用研究，通過對微生物合成生物學改造，應用於羽毛、幾丁質廢棄物（蝦蟹殼）、魚皮膠原蛋白的綠色降解回收，取得了國際領先的技術進展和突破，在Green chemistry, Communications Biology, Journal of Cleaner Production, International Journal of Biological Macromolecules等一區SCI雜志發表論文70余篇。

The lead scientist in biological engineering is Professor Lo Xiaochun, Faculty of Biosciences and Engineering, University of Technology, South China. Ra Xiaochun, mainly based on research in nitrogen recycling and the green high-value use of nitrogen-containing waste in agriculture, is used to recover the green degradation of feathers, small-button waste (cray crabs), fish-skinned proteins for use in microbial synthesis biology, leading to technological advances and breakthroughs at the international level. More than 70 articles have been published by the SCI magazine in the Green chemistry, Commissions Bioology, Journal of Clearer Production, International Journal of Biological Macromolecules, etc.

　　在3月9日的活動儀式上，陳天祥院長還向“南方-粵有數”新技術治理8個研究平台召集人發放了聘書。8位召集人分別是：黨建研究平台召集人李沁、數學模型研究平台召集人夏炳墅、RCEP與數字農業研究平台召集人殷俊、元宇宙（數字靈境）研究平台召集人馬樹林、低碳與新技術應用研究平台召集人吳斐洋、網絡問政研究平台召集人諶毅兵、網絡輿情研究平台召集人呂永強、東數西算與新基建研究平台召集人趙新任。他們在業界、學界有廣泛影響力，有的是大學本科時期就光榮入黨的中國共產黨黨員，有的是畢業於南開大學陳省身數學研究所的數學建模專家，有的是從海外知名高校學成回國的低碳、綠色經濟專家，還有的是地方黨校退休教師、廣東著名網友，還有的是省級日報集團大數據項目負責人、國家多個部委技術顧問。

At the March 9 event, the President of Chen Tianxiang also issued letters of employment to the convenor of the eight research platforms of the New Technology Governance "Sud Hao", the eight conveners of the Party’s research platform: Li Yongqiang, the Digital Model Research Platform, Shaping House, RCEP and the Digital Farm Research Platform, the Chinese Communist Party members of the University’s current year’s research program on Hluminous Party, the local Chinese Academy of Technology, the local Chinese Academy of Technology and Technology, and the digital modelling experts of the University’s University of the South’s Chen Province’s Digital Institute of Technology and Research. Some of them are low-carbon, green economics and new capital researchers from high schools abroad.

　　上述“3+8組合”形成了理科+文科、校內+校外、定量+定性、業界+學界+政界的高端人才集群，充分確保了中心智庫集群的方向及專業性、權威性。團隊將與國家建設、民族發展同頻共振，從一個小的維度服務、回報社會。

　　在3月9日的活動上，陳天祥院長、歐崇亞副院長還主持發布了《新技術治理案例庫（輿情部分）》。中國新技術治理案例庫涵蓋網絡輿情、數字政府、數字農業、新基建、元宇宙（數字靈境）、低碳、數學、網絡問政等多個方面。此次推出的網絡輿情部分為第一部分，其他部分將陸續推出。圍繞輿情的各類研究作品，比較多，但是由一群00后的41名青年學生（廣州南方學院公共管理學院大三學生）在科任老師的指導下，來專門研究中國輿情的41個經典案例，卻還比較少見。有需要該份內部研究報告的人士，可手機短信聯系19854567058，發送“單位名稱+職務+姓名”獲取該資料。

　　在案例庫集納相關數據及信息的基礎上，下一步將借助AI人工智能、數字孿生等技術，建立中國社會治理大數據智能分析平台，採用數學建模、機器學習、神經網絡等模式，用人工智能輔助社會治理，建立智慧化的治理體系。案例庫建成后，將供全國黨政機構管理人員、各高校相關專業學生、各培訓機構使用，採用VIP會員+公共用戶模式。

On the basis of the compilation of relevant data and information in the case database, the next step will be the establishment of a large data-intelligence analysis platform for social governance in China using techniques such as AI artificial intelligence and digital literacy, using mathematical modelling, machine learning, neuro-networking, etc., to assist in the management of society with artificial intelligence and the creation of an intelligent system of governance.
